I guess I was looking as actual wrestling matches when concluding HoH as the worst ever. Kennel from Hell was awful but I'll still rate it above HoH as it more closely resembled a wrestling match with distractions (and I guess I can separate it from it's ridiculous lead-up angle). Cole-King is a tougher call, one I will need to deliberate on a bit before deciding.

The Kennel from Hell angle, Katie Vick stuff, and a few others would probably rate below HoH if I was grouping everything wrestling-related together.

What about Capital Combat '90 when RoboCop saved Sting? That's cited as one of the reason for founding WrestleCrap in the first place. That's much worse than House of Horrors.

I saw the entire Nacho Man, Huckster and Billionaire Ted saga when it aired. In fact, I thought it was hilarious. I haven't seen it since it aired. I was twelve or thirteen years old when those skits aired. When I was 13-years old, I also thought that Adam Sandler was hilarious, so I'm willing to concede that my memory of those skits being awesome is incorrect.
